However, it limits the ability for them to choose their own path. So, it may limit their actions a bit, but those losses may be worth it. The ability to perceive goals and the means to reach those ends is considered rationality. John locke (second treatise on government - 1689) Emphasizes the role of the individual (the individual is the basic unit of international relations). Limited state providing opportunity for individuals to pursue their chosen ends.
