Tended to be closest to fiscal bankruptcy & debt default. Former soviet clients were some of the strongest democratizers. But ruling elites tend to stay in power & elections not very competitive. Result of either incomplete initial democratic reforms or the progressive erosion of initially successful transitions. Holds regular elections, but they are often manipulated to the benefit of the incumbents. Provide some civil & political liberties, but often repress their exercise.
