Idea of state is weak, no common sense of identity, common consensus what the state should be and who should govern the state. Loyalty is shifted downwards: reliance on coercion: to maintain state power largely creates an insecurity dilemma . The more state increases power, more other states around it feel insecure. State security come in expense of other states feeling insecure. Now the other states need to increase their power. To further erode the weak state: another characteristics of these states : predatory states. They don"t use state power to advance the better of the population, to provide public healthcare etc. They use state power to maintain power, to advance their privilege and prestige within these societies: ascriptive vs meritocratic bureaucracies. Ascriptive: largely characteristics of states that aren"t developed. Merit: characteristics of modern and developed states ( you get your jobs based on merit, based on qualifications where you deserve the job)
