Define the target audience: who are you looking for, where are those people, how are you going to reach them. Develop a value proposition: what is that you offer that the employee will not find from any other employers or organization. Attract a pool of suitable candidates fit for a position might just be worse than having no one for that position- communicate your value proposition.
