Canada that mandatory sentences increase the cost of the program but won"t reduce crime. Crime rates and incarceration rates are not related. Traditionally, canada has had a v stable incarceration rate of 100/100 000. This v stable rate is rare for western countries. Now (under harper) , rates are consistently rising 12000 inmates a decade ago, now its 15000. We"re at the highest incarceration rate ever right now. This decade, there was a 75% increase of incarceration of visible minorities. Crime rate has declined by 25% in the past decade. Youth crime declined by 20% since 2009 alone. Our crime severity index is at the lowest since 1998.
