A legal maxim (set of principles)--makes sure that laws are created, administered, & enforc in a fair and equal way. No one is above the law--we are all equal under the law no matter who we are. Laws should be interpreted objectively and applied equally (as opposed to people who hav power just using the law to advance their own agendas. Many philosophers have theorized about this concept (locke, hobbes ) Laws have to be laid down in advance (they have to look to the future/look to people"s future behaviour, not past behaviour) before people can be held accountable for it. Proactive does not equal prospective (not the same thing) Laws should just be resistant to arbitrary change (there should be a legitimate, good reason for changing a law). There should be rules and procedures for making laws. Only the federal gov. through parliament can create, amend, or appeal crimina law.
