Rehab: sucks in canada and in the usa, many nations don"t have a good handle on it. *crime rate in north america it has been going down since 1991. In canada since 1973 the crime rate has been the lowest wrong = can be negative. Only 2% of the budget of rehab and reintegration back into society. Jails are not a structure where rehab can happen in. Over 99% of people are not flying straight for people who are released from jail. Many people who work in the jail cells don"t think about rehab the same.
