Overreaction of the panic, magnifies what the overall concern is, and leaves the behaviour of the social group as being devianitized and viewed as folk devils. Folk devils are a demonized groups/individual, and a central phenomenon of a moral panic. Image of a shadowy pedophile lurking in classrooms, ready to seduce the beyond wary. Pedophile would be the folk devil but their are other candidates to blame. Satanic ritual abuse - extreme sexual or physical abuse of children by organized networks of secret cults of devil worshipping satanists. Their belief system includes bizaare black magic, eating feces, animal and human sacrafices, and impregnation of victims and breeding of babies for sacrafice.
