Goal dependence: think about governance and think about t in di erent levels. Small communities but also groups within those communities that are organized. Mostly going through checklists rather than a goal that is de ning the story of the community for the future. Many mini community sin southern alberta, their goal is to continue to be a mining community and everything else is rearranged within that story. Something that is seemingly value for some people (heritage) falls between the crack. Not always evident and will not always nd goal dependent but they exist in certain cases. Dependencies on physical environment is: how we depend on certain types of restrictions or possibilities that the material environment allows us or in uences what we are deciding as a community. Power knowledge, actors institutes very important in governance.
