Long history of drought and famine: 1984-1985 well-documented period of drought and famine. Issue complicated by war in adjacent country and influx of refugees. Due to the government, the international community did not have much access to the people: 2015-2016 drought. El nino hot winds caused the drought. Crops dying, livestock dying (first cattle, then goats and camels) Governme(cid:374)t has reallo(cid:272)ated (cid:271)udget (cid:373)o(cid:374)ey to help, (cid:271)ut it"s (cid:374)ot e(cid:374)ough. Country is more resilient as a result. Emergency program has been in place since 1980s and ethiopia is the largest food aid receipt country in africa. Food aid is a short term relief, not a long term solution. Constancy of the above three, all the time, for all people. Food insecurity occurs when the three aspects are affected.
