As decided in the washington naval conference of 1921, americans had imposed a lot of restricions on the japanese to reduce japan"s inluence on the paciic. Japanese had forty percent less capital ships as part of the agreement. But the japanese launched a number of seaplanes as these were not under any restricions. They also converted many batleships into carriers instead of sending them to scrap. These decisions led to japan creaing the largest leet of aircrat carriers in the world but also of the most experienced and powerful navy in the world. They had four light carriers and six large carriers.
