His victory of the 1957 was a surprise to most as the conservatives had not often been popular with the cnd people, in addition to which he had the largest majority government in cnd history. In 1961 he called a royal commission on health services (hereafter hs or hc for. Health care), this was prompted in some measure because of tommy douglas in sask who was advocating a provincial hc system. The report called for a universal hc system that would deal with dental, hospital, physician and prescription costs. Sask introduced medicare in 1962 much to the unhappiness of doctors in the region. The doctors in sask went on strike when the act came into effect and tommy d. was required to fly in physicians until he was able to come to a compromise with the doctors.
