People will communicate unhappiness to the policy makers. Economic or social trends (work-life balance; availability/quality of child care) Impact how quickly/whether the problem is dealt with. Once a policy problem has been recognized, policymakers must do something about it- decide on a course of action or inaction. Decide to do something to alter the status quo. Decide not to do anything, but to preserve the status quo. Policies are responses to problems, and so the character and shape of the problem will deeply a ect the natures of the response (pal 2010) To what extent is the problem an issue. Policy fails more often because the wrong problem was solved than because the wrong solution was chosen for the right problem. Shaping a persuasive argument about the nature of the problem and, of course, the solution.
