When a young person is committing delinquent acts, but they haven"t accepted the label of deviant or criminal. Still doing good things still sort of partaking in normal life stuff (going to school, living at home, some good friends but some friends too) A person who occasionally smokes marijuana supplied by someone else is in primary deviation. Has to be willing to commit delinquent acts not just kids who have fallen in with a bad crowd. Going through drift drifting back and forth between being a good kid and being a bad kid. Will start to develop more and more moral rhetorics justification for their behaviour. Generally means the person still has a conscience.
