In the early years, the comintern was there. Soviets gave up on the idea of international revolution by march 1921. They figured tat the regime could exist with non-socalist countries without war. Most of the territory was run over at one time or another by other foreign armies. No other countries had a successful socialist revolution. There were communist uprisings in germany, austria, italy, but none of them succeeded. There was not going to be an imminent revolution. After wwi, the world was more stable than what the soviets had expected, leading them to international acceptance. Georgii chicherin (1872 - 1936) took over after trotsky resigned. H head actually worked under the tsar, but has tremendous experience with international affairs. He was a noble, but had given up his noble title after in 1904 he had a spiritual crisis, turning first to tolstoy, and then socialism.
