The brezhev years were very conservative, but they were not without reform attempts. The soviet economy was part of the command economy; this had existed since the first five year plan. It was highly centralized, and used central planning. They were very much in the forefront of the 1930"s, but it was not realized at the time. By the 1960s, this was no longer done, and it was clear that there were underlying structural problems. Industrial production is assumed to be values adding; every stage in production, something is done, and the output is worth more than the input. Economy, quality control was often so poor that the end product was only marginally useful. The value of the product decreased with every stage of production. This was not characterized of all of the su, but quality control was an issue.
