Intended to cause death or serious bodily harm to civilians or non-combatants with the purpose of intimidating a population or compelling a government or an international organization to do or abstain from doing any act . There are some main criteria : violence and/or threat of violence, psychological impact, political objective, selection of civilian targets, unlawfulness or illegitimacy. How do we know the boundaries of terrorism versus other illegal violent acts: this is a problem with trying to define terrorism. Use of biological weapons rather than conventional weapons to achieve the same goals in traditional terrorism. A bioterrorism attack is the deliberate release of viruses, bacteria, or other germs (agents) used to cause illness or death in people, animals, or plants . Not a lights and sirens" kind of attack no single indicator that an attack has happened. Therefore, surveys of past events indicate that bioterrorism is motivated by more than just political differences.
