Fda traditionally granted very little power over drug industry. Original laws responsible for certifying drugs but not permitted to make decisions based on efficacy. Short time to respond to new drugs applications with a budget of 1/20 of the pharmaceutical companies. In 50s, wonder drugs gives everyone confidence in drug industry. In 60s laws changed slightly: fda can require drugs to be proven safe. Definition: substantial evidence that the drug is effective. Screwed up the to determine what is effectiveness. Did not want to make it too hard for the pharmacies. When doing research always trying to testify something, proving it wrong, Fda: 2 independent trials with statistically significant results in substantial evidence.
