Quebec could buy hydro for cheap, so they bought and sold for higher prices. Alberta for a long time was dependent on ontario for a long time, so their views have clearly shifted. Quebec has a weaker economy but they have a higher and well-developed social welfare. Quebec has the highest rate of tax. Gdp% is way higher than in provincial gdp in alberta. Provincial populations vary in size and make up. Lowest rate of migration over time in four west provinces. Toronto to vancouver may not notice a big difference.
