Measure weighting number of parties by share of votes/seats they get. Party that is large - counted more than party that is very small. Party system where there are 2 parties that each win 50% of votes has 2 effective parties. Party system where there are 5 parties that each win 20% of votes has 5 effective parties. Party system where there are 5 parties, where 2 win 45. 5% each & other 3 win. Parties use several diff methods to choose leaders. A meeting of delegates from party constituency associations as well as the party"s legislators and party officials (pg108) Removing leader can be highly contentious but voluntary resignation happens. In most democratic countries, local/regional party organizations play important role in candidate selection.
