Politicians are responsible to the public: carry out programs/policies of the gov"t of the day, provide ministers will analysis and advice that helps make best decision for public good. Public servants have a dual role in supporting the democratic process. Once gov"t is elected, it has a mandate from ppl to enact the policies it proposed. In liberal-democratic states (like canada) there will laways be tension between policitians and bureaucrats over roles in making public policy. Policy development starts with identifying a problem. Policies are made by ppl who are closer to ottawa. Ability to achieve outcomes in least intrusive manner. The farther away, the lower the voice, the lower the intensity. Viewed in terms of actual distance and within hierarchical organizations. Set of ideas held by a group of people. Define what is valued and what is not. Identify what should be maintained and what should be changed.
