Pre-confederaion 1867 mostly informal policing by community residents. First police constables quebec city, mid 17th century, upper canada, early 19th century. They had varied duies such as night watchmen, tax collectors, bailifs, building inspectors. By 1867, provinces start to own polices forces. But by 1873 rcmp started replacing them early 20th century. Only ontario, quebec and parts of newfoundland have provincial police forces. About 199 police oicers per 100k populaion, and is lower police oicer per ciizen compared to other countries. # of female oicers are also increasing, now 1 in 5. 60% of cjs funding goes to police services.
