This chapter situates inform ation and com m unication technology (ict) in the broader realm of technology in general. It begins with considering som e theoretical perspectives on technology that em phasize its practical, social, and situated nature. Am ong the perspectives on discussed are instrum entalism , deter m inism , substantivism , cr itical theor y, and constr uctivism . Ict is illustrated to be linked to social, political, and econom ic control. In the past century, public policy is said to have had a m ajor im pact on its developm ent and the resulting industries with which we now live. The chapter also considers the different dynam ics the internet brings to policy questions and how these dynam ics are challenging copyright law. The social rationales m ost often used in favour of technological developm ent often highlight health and education.
