Markets fail to perform expected function or meet social expectations. Risks beyond the control of individuals or threaten society or particular group. Historical (and contemporary) debate about role and extent of state intervention in the market. Different forms of welfare states and states change over time. Local public services engaged in providing basic services and integral part of the welfare state. Water services, fire services, local policing, waste collection. Services require the employment of large numbers of people.
