Going to include charter of rights and freedoms. Not going to include any opting out procedures- result was only ontario and new. Brunswick supported- 8 opposed provinces took federal government to court to find out if federal government has right to do that. Went to supreme court and became a reference case. Decision to move unilaterally was constitutionally improper because conventions were violated but it was legal.
