People adopting views that satisfy their interest in a specific way. Become public and people become invested in the decision to the point that it engaged their ego. People become entrenched and lock into those positions. Invested so much psychological time and their ego in a decision so they don"t want to back off on their decision: difficult to psychologically change your mind publicly with your community. Rational comprehensive decision making typical standard used for planning process. Resolution by negotiated consensus: mutually supported package, join planning/process. Same planning process of goals and data collection but it is collective: joint data collection based on the joint problem identified as a goal. Arrives at a resolution that everyone can support because you"ve bought into a process that everyone can agree on.
