Committees carry out work of council and report back to council with recommendations (act as advisors). Examples include planning, parks and rec, public works, finance, administration, personnel, etc. A committee of council is subject to similar legislative requirements that council is subject to under the act. In our pluralistic and increasingly complicated society, it is virtually impossible to reach consensus on specific and detailed proposals about land use - major planning decisions always seem to provoke intense opposition from interests in the community. If a plan does gain general community acceptance, it merely reflects the community point of view prevailing at the particular time. Any official plan or general zoning by-law freezes a temporary value system into law; inevitably it is bitterly challenged at a later point in time as the prevailing opinion becomes fragmented. In 1950s, there was the cult of the gross national product - view that human progress means physical growth.
