Scope of planning: plans encompass quite broad features of the built environment. Role of government: ultimately, province has power over municipalities. It was only later on that provincial planning legislation began to reduce the central government"s scrutiny of locally made plans. Local planning structure: creation of commissions to carry out work for council. Effects on private property: compensation provision included in early acts called betterments - any rise in the value of a private property would be shared with the community (i guess through the use of property tax) Land for parks: compulsory dedication: requirement made by land developers to provide essential amenities in the new development. Planning policy for the entire community: direction of development for the entire community including both public and private development efforts (preparing the community plan) A framework for public capital investment: means are required to allocate public funds that will achieve aims of the overall policy (preparing the capital improvements program)
