In this diagram, going to usage and admin portal means the system is not buying something but configuring vms etc. Configuring an existing component: self-service portal buys products and services from the provider etc. Bought a new component: third case logged into usage and admin portal and configured the newly bought service by using the usage and admin portal configured the newly bought component.
