King at the time was like god. Colbert made a very specific list on what everyone needed to do, king would get final word. Telling the officials what they were going to do. Governor general represents the king (he has the right to go to war) The two gave out land and permits to trade fur. 99% of people where catholics, no one else aloud. Everyone in seigneury were under the captain of militia. No elections, everyone was put into place. Intendant (in charge of justice also a judge)
