Cities can be thought of as creations of governments, or at least collective actions by the population. A city"s growth will shape government: this comes at a considerable time-lag as governments are commonly risk-adverse. Cities can grown to immense size and density. Inequalities of wealth that occur within and between cities requires regulation, intervention, and public investment to ensure order in the system. Over time government evolves with the city. It is necessary to develop and maintain the capital infrastructure necessary for the success of a city. Roads and pipes, schools, hospitals, social services (fire and police), develop parks, amenities (convention centers) Sanitary sewer, combined sewer and storm sewer networks includes pipes, catch basins, maintenance holes, pipe size and pipe material. The water network includes mains, valves, chambers, hydrants, main size, main material, and date of installation. Cities and government reflect the overall level of economic growth: including technological change.
