Looking after children is based on the premise that children in the care of the state are entitled to the same standards of care as children who are cared for by parents. Essential to the implementation of looking after children is a partnership between the key child welfare players in this system (biological family, foster family, professionals) Knowledge of child welfare service outcomes and how to improve them requires careful assessment of the intervention results in relation to the principles of child development. The working party defined outcomes and developed a set of protocols to enhance the quality of care provided for children in care. Primary protocols follow a child"s development across the key dimensions over time.
