The purpose of inchoate or attempted crimes is to: punish persons who, but for an intervening factor, would have completed the crime, enable the effective prevention of crime before it occurs. Without inchoate crimes, police would have to wait for a crime to be complete, or, prosecutors could not convict someone who exhibits deviant character and behavior. Punish morally blameworthy conduct even if the conduct never occurs. Hires hit man and hit man kills someone. Hires hit man but hit man hasn"t killed anyone yet. Prevent and punish at the same time don"t have to wait for the crime to occur to actually do something about it. If you assist in a crime you are just as guilty as the person who commits the crime. Facilitating the sale of drugs you can still be charged for drug trafficking according to this principle that there is no distinction between a principle and an accomplice.
