Cover design: one of the first things they do, not the last, design will be done even before major edits, most of the time. Legal review of manuscripts, if necessary: copyright infringement questions, assessment of probability for getting sued. Good lawyer will tell you the likelihood of being sued, not just if you"ll get sued or not.
