White paper: a government report giving information/proposals on an issue. Green paper: tentative government report and consultation document of policy proposals for debate and discussion. Internet service providers were strictly liable for copyright violations by their subscribers. Ex. illegal to cut through digital fences which content providers put around their producers. Limitations on them, such as fair use, are taxes on property owners, subsidies to the society at large. Property rules affect power relationships and bargaining positions. Native americans didn"t think they owned" canada, so it was easily taken from them. Sets up a vision of economy and culture. Political process would be vulnerable to problems of capture by established industries. They see internet as threat to their role as intermediaries between artist and creators and the public.
