Nation formation excludes people who want to be part of communities. Argues that the process of construction of modern nations begins in pre modern times. The process of nation formation for building a nation was premised on excluding target groups. Process was initiated by wealthy monarchs, and tried to rally masses around them. Identifying shared characteristics (cultural) and grouped them together. In spain, nations formation was premised on catholicism those who were not catholic, were excluded from the communities and persecuted. Was about building a nation around the rulers. Racial exclusion in order to build support for leaders. Nation evolves, boundaries change but the nation formation has never been an inclusive process. Hybrid (authoritarian with some elements of electoral procedures) Free - freedom to vote for who you want, without intimidation. Citizens should have access to the judiciary branch (pm cant fire judges) Regular, free and fair elections for the major positions of government power.
