The executive branch: carries out the constitution and the role of implementing the laws. The government has a role that allows them to make things illegal such as marijuana. However, there can be provisions such like marijuana can be used for medical purposes. Both people in political and judicial levels of power are still subject to the law as well. The issue that the laws are not being enforced creates and issue with the rule of law.
