Ontario: during war, pc government took a massive program of state funded and planned modernization of government, electricity, highways, etc. Understanding that fought modern war, but infrastructure was pre- (cid:449)a(cid:396) st(cid:396)u(cid:272)tu(cid:396)e, lots did(cid:374)"t ha(cid:448)e ele(cid:272)t(cid:396)i(cid:272)it(cid:455). Us and canada only countries not under developed or bombed (including victorious countries) so canada and us resource rich and unscathed by the war, and a target for immigrants.
