Development is about objective and material questions of poverty such as, income, housing, health and education. Diarrhea: second leading cause of death for children under there age of 5. There are radically different notions of what constitutions development throughout history and today. Universal truths, right and wrongs, things we can all objectively agree to. vs. Relativism: different opinions and views in different parents of the world. Describe whats going on, gives facts and information. (ex/ world bank data on poverty) vs. Mainstream development paradigm: (often de ned by western standards of progress) Can appear non-political but can mask practices of power. Can create illusion of progressive change but leave underlying power relations intact. Sometimes used to argue that former colonies are intentionally kept in a relationship of dependancy to provide cheap labour, raw resources etc Arena of con ict between rst and second world. Different meanings: least developed countries, aboriginal peoples, peoples with no state.
