Harmonization accord was not approved because the first nations were not consulted. Once something is on the priority substances list -they have 5 years to test the toxicity of that substance. Toxic -if it satisfies all 3 of the criteria causes harm to environment, causes danger to environment which life depends, danger to human life and health.
