Codification is important in (1)thinking about how powers come to be enacted and are th treated as fact and (2) how further development unfolds. Historically: health care was privately delivered and funded. In the early 1900s there was a lot of debate about healthcare being privately funded. People wanted the fed"l gov"t to intervene use to talk edia ut money on of re thus. The physicians" canadian medical association (cma) were adamant about the fed"l gov"t intervening. Had power b/c the field of medicine was being entrenched in western societies. Only interested in having the state intervene if the state would cover the cost for th unable to pay for services. Doctors are paid for every single service they provide.
