This higher power in the government is driven by the people. Every government will have to follow along with the basic constructional agreement. We bind ourselves to protect our rights, liberty, and property. We put power into governments for a specific purpose. We as the people retain the right to remove and replace that government, if we feel another one would do that better. Supreme power once you have set up the state. The only group that the people mandated to make laws. They have to make laws that are within the peoples needs. We don"t want a sitting legislature all the time. It should be dissolved most of the time. When the individuals in the legislative are dissolved, they go back as any other citizen and have no other higher powers. There is no prefixed time for the authority to be convened.
