Elites were frightened that extending the franchise would lead to more radicals and disrupt the status quo. Democracy was something that had to be struggled for (wasn"t handed down) There is an irony to the history of the extension of democracy: a peaceful democratic public sphere, one within which dialogue rather than force determines outcomes, has often been prefaced by violence. According to critics, despite the extension of the right to vote to almost every adult within a democratic state, modern democracy still has limitations. The electoral process is structured in such a way that the people are far removed from government.
