From negative freedom (freedom from) to positive freedom (freedom to) Legit for state to intervene in society to expand number of opportunities provided to people, expanding number of freedoms available: quality of opportunity not the same as quality of result (we all end up in same place) If you want to expect equality of the law you have to respect unequal outcomes.
