A recognition that environmental issues correlate to political issues, not merely scientific concern. Mainstream environmentalists conceptualize the problem as being one of public goods . The appropriate response to market failure in this concept is market environmentalism. Market forces combined with government regulation can play a role in reaching environmental goals. Ie. greenhouse warming- cap and trade, carbon tax. Greenhouse warming: the politics of policy making: in the canadian context, any policy solution to an environmental problem such as greenhouse warming must confront the reality of federalism. There is always a potential that a political divide will develop between the federal government and the provinces. This can have an impact on the policy response: there are additional political complications associated with international environmental agreements, formal political power stops at the border of the state whereas environmental effects do not. This can lead to a collection action problem of global proportions.
