Includes, but not limited to the actions of government. Gov. has to do with compulsion, not voluntary decision making. Gov is specialized activity of individuals that make and enforce public decisions that are binding upon whole community. Politics is about power, about forces which influence and reflect its distribution and use, and about the effect of this resource use and distribution. Do not assume that people are good or bad but assume they are rational ad will do what will give them more benefit over cost. No agent in place that will enforce them to follow the rules or live up to their commitments. Outcome: c=cooperate with other prisoners, d= defect on the other prisoners. 1, d,c = o years, 2 c,c= 1 year, 3. D,d = 5 years, c,d = 10 years. Would choose the 5 year with rational thought een thigh this could have been avoided by them.
