Use factor analysis if you think your internal reliability is low. See if certain clumps of data hang together and represent something unified (i. e. Low internal reliability might tell you that there are multiple factors in data set; not a bad thing. Looking at the ruler in different perspectives, so questions are answered differently. Reliability is meaningless if you don"t have validity as well. Validity means you"re measuring what you think you"re measuring. Establishing validity of abstract constructs can be a lengthy process. If you fail at all things, you do not have construct validity.
