Deals with international law and human rights / humanitarian issues. It was in reaction to these terrible events that 2 reactions occurred: (1) udhr (united nations declaration of human rights, (2) made international law to require all nations to protect hr all around the world. Hr rights are on the degree of being ius cogens norms: being so evident that they are just entrenched: are beginning to be considered customary law. Who are the rights holders if ihr: everyone. By we": the citizens of developed country, those who have sufficient mental maturity and education and political opportunities. Important: if we are not duty-bearers then we cannot have possibly violated the rights in question. We do have a duty to make sure our institutions do not hurt people anywhere. Thus, we are duty bearers: we have a duty not to create or support institutions that create world poverty. Pogge: yes, we have failed to live up to our duty.
