The constitution act of 1982 starts with a preamble: whereas canada is founded upon principles that recognize the supremacy of god and the rule of law. Canadian law is technically still tied to god because the queen is part of an anglican monarch. Rule of law is entrenched within declaration of human rights. Rule or government by men: its possible to govern a society without using norms which guide and restrict the common members of a society, and without norms that guide and restrict the practices of the rulers themselves. No set of rules; arbitrary desires and enforcement of government body. Rule by law: to govern a society through the use of norms which guide and restrict the actions of common members of society, as well as norms which guide and restrict the actions of their rulers. Governments should organize their subjects" behaviours according to binding norms. Governments should regulate their officials" behaviours according to binding norms.
