It seems to be an issue of individual ethics, not business ethics. It is also a crime, and so part of the background ethics of society, rather than the specific requirements of business ethics. May not be defined as business ethics, but rather a crime. Minimal standard of business ethics: businesses are only required to avoid doing. Shareholder theory of business ethics (friedman): business is required to pursue shareholder profits constrained only by criminal law, ad the background morality of society"s ethics. Macdonald: leaders are responsible bc they have the power to choose their team, the power to put policy in place, and the power to change the culture. In general, leaders have power to make choices, to act (or not to act). Doing nothing still evokes a feeling of responsibility, being a bystander does not omit involvement. Keyton and rhodes discuss the proposal that a social-sexual continuum of behaviour in the workplace (p. 131)
